Bagreeva spoke about digital tariff regulation tools
Tariff regulation is one of the key factors affecting the quality of life of citizens, the sustainability and profitability of businesses, as well as the level of trust in the government and confidence in the future. Digitalization is becoming the most important tool for ensuring transparency, validity and efficiency of this process. This was stated by Maria Bagreeva, Deputy Mayor of Moscow, Head of the Department of Economic Policy and Development of the City, speaking at the jubilee X All-Russian Tariff Conference of the Federal Antimonopoly Service of Russia in Sochi.
"We are fine—tuning all our information systems and their visual representation in the Digital Twin of Moscow, a three-dimensional model of the capital that allows us to plan urban development in all areas. From the point of view of tariff regulation, it contains complete and reliable information about resource supply schemes, generation facilities and networks, including data on their performance and level of wear. This allows us to plan investment programs and development activities efficiently, understand where problems exist and solve them accordingly," said Maria Bagreeva.
As part of the digital transformation of the tariff regulation system, special attention is being paid to converting the activities of investment programs of regulated organizations into an electronic format.
"Maintaining digital passports of investment events will allow monitoring not only the plans, but also the stages of execution of investment programs of regulated organizations. The next step of this model will be to increase the share of the investment component in tariffs, that is, part of the funds allocated for the construction of new, reconstruction and modernization of existing supply networks, to 26 percent by 2030," said Maria Bagreeva.
The procedure for submitting tariff applications has also been converted to electronic format, which greatly simplifies and speeds up the process for both regulated organizations and tariff regulatory authorities.
"To date, six branches of tariff regulation have been transferred to electronic form, 85 percent of tariff applications are submitted in digital format, and in the near future it is planned to increase their share to 100 percent. In addition to tariff requests, related processes such as technological connection, calculations of water loss standards, and disclosure of information by housing and communal services organizations are also being transferred to electronic form," the deputy mayor said.
Among Moscow's new digital tools is a calculator that allows you to predict changes in citizens' fees and how the marginal index for individual tariffs is being implemented. Next year, it is planned to introduce a single payment document index into the calculator, which, based on real data, will allow monitoring the growth of citizens' payments for utilities and housing services and timely adjusting tariff policy.
Moscow has combined all digital tariff regulation tools in the Tariff information and analytical system, which is integrated with the information databases of the Federal Tax Service and the FAS of Russia, Rossreestr and Treasury, as well as FGIS Tariff of the Federal Antimonopoly Service. Moscow is actively sharing its experience of digital transformation of tariff regulation with other regions: today, in addition to the capital, the Luhansk People's Republic, the Rostov and Orel regions, and the city of Sevastopol are already connected to the IAS Tariff system. In the future, it is planned to connect new participants to work with the system.
"It is important to us that the infrastructure is developed in a timely manner and maintained in a high-quality condition, so that residents understand that they pay reasonable payments, so that regulated organizations can cover not only their current but also investment expenses. The digital tools that we have developed will help us solve these problems further," Maria Bagreeva summarized.
