Expected changes in the regulation of the grid complex include the transition to a reference cost calculation method, as well as the launch of mechanisms to support large-scale infrastructure projects. Andrey Ryumin, head of the ROSSETI Group, told this at the jubilee X All-Russian Tariff Conference in Sochi during a plenary session with the participation of Maxim Shaskolsky, head of the Federal Antimonopoly Service.
According to Ryumin, in recent years, breakthrough decisions have been made regarding the activities of the industry. In particular, we are talking about the formation of the institution of backbone territorial grid organizations that have become centers of responsibility for the reliability of electricity supply, changing regulatory approaches during consolidation, creating conditions for saving investment resources through targeted depreciation and the possibility of setting tariffs in single zones, etc.
It was possible to eliminate many of the pre-existing problems through the introduction of regulatory agreements. However, in order to avoid these issues in the future, "network companies need operational stability, which can be provided by the introduction of cost standards in tariff regulation," Ryumin noted.
According to him, the FAS of Russia "has done a tremendous job to identify system-wide approaches to estimating the cost of equipment maintenance." Rosseti expects that in the near future the government "will adopt a draft resolution developed by the service on the transition to reference regulation," the head of the Group added.
Among the challenges faced by network companies, Ryumin mentioned the need to cover the shortage of investment resources. When implementing capital-intensive projects, the tariff cannot provide the necessary amount of costs, and the opportunities to attract liquidity from the market are limited. Accordingly, additional support tools are needed. One of them may be an investment mechanism similar to the system of contracts for the provision of power (PDM) in generation. According to the head of Rosseti, this way it will be possible to guarantee long-term financing of projects through a surcharge on the wholesale market as an alternative to tariff increases.
