More than half of Russians consider the cooling-off period before issuing a loan of more than 50 thousand rubles to be a necessary measure to protect against fraudsters. This is evidenced by the results of a VTB survey conducted on the eve of the Finopolis 2025 forum.

57% of respondents believe that a "cooling-off period" is necessary to protect against fraudsters, 10% — that it will complicate and slow down loans. The rest of the respondents are neutral about the new service, VTB notes. It is important for about half of them to have time to think before getting a loan after applying.

VTB also clarified the attitude towards the possibility of appointing someone from relatives or relatives to confirm transactions in excess of the established amount. More than a third of Russians believe that the service would be useful to their elderly relatives (36%), a quarter — to children (teenagers). One in five is confident that such a service will help other relatives or loved ones who were previously deceived by scammers. At the same time, most Russians would like to add additional functions to the defender service. For example, respondents found it useful to be able to confirm transactions for the sale of real estate (53%) and transport (45%).

Since September 1, the Central Bank has introduced a cooling-off period for consumer loans. Loans from 50 thousand to 200 thousand rubles will be issued only four hours after signing the contract, over 200 thousand rubles — after 48 hours. The rules do not apply to mortgages, car loans, and educational loans. According to the regulator, the innovation is designed to protect citizens from the actions of fraudsters.
