In Russia, they plan to develop maternity capital so that it more actively "stimulates the birth of second and subsequent children." This can be done together with the revision of other demographic support tools. This was announced on October 7 by the Minister of Labor and Social Protection Anton Kotyakov.

"We need some additional support for births. Accordingly, we are now thinking about how we can develop maternity capital in order to strengthen its contribution to demography," he said in an interview with RBC.

According to Kotyakov, the approach to matkapital payments requires some updating. The minister added that, in general, maternity capital has fulfilled its function of stabilizing and increasing births since its introduction.

At the same time, he also noted that it is necessary to "review other existing fertility support tools" in favor of forming a "significant stimulating tool," in particular, in the form of a "modified maternity capital."

Kotyakov also stressed that government support measures should be available to families regardless of their financial obligations, as debt is one of the "significant reasons for the decline in the birth rate."

Yesterday, Kotyakov announced that maternity capital in Russia will be increased by 6.8% from February 1, 2026. He clarified that proposals for the revision of this social support measure will be formed by the end of 2025, but so far the details have not been disclosed.
