Matvienko proposed collecting 45 thousand rubles a year from unemployed people for compulsory medical insurance

On October 6, the Chairman of the Federation Council, Valentina Matvienko, proposed considering the possibility of introducing an obligation for unemployed able-bodied citizens to independently pay contributions for compulsory health insurance, which can amount to about 45 thousand rubles per year.

"I have such an idea. Employers pay medical insurance in the amount of 45 thousand rubles for employees on average in the country. Tell me, please, 700,000 unemployed people in Moscow — can they work for two months to earn at least 45,000 and pay this average insurance?" said Matvienko during parliamentary hearings on the topic "On the parameters of the draft federal budget for 2026 and for the planning period of 2027 and 2028."

Matvienko also noted that in Russia there are significant costs for the unemployed, explaining that the costs for pensioners, children and the disabled are justified, but the problem is that many young and healthy people do not work, "and it is unclear what income they live on."

The Chairman of the Federation Council stressed that working citizens actually provide medical care to a large number of able-bodied, unemployed citizens. She suggested working on this issue, noting that this would significantly reduce the burden on regional budgets, which pay for the costs of the unemployed population.

The initiative was launched by party leader and head of the Duma faction Sergey Mironov and Chairman of the State Duma Committee on the Development of Civil Society Yana Lantratova. Parliamentarians propose to the government of the Russian Federation to establish rules for reimbursement of expenses for paid medical services.
