This was stated by Deputy Minister of Finance of the Russian Federation Ivan Chebeskov during parliamentary hearings on the bill on reforming the in-kind form of compensation under the CTP.

"It would be right for a citizen to pay all the money at once, without taking into account wear and tear. If we take away a citizen's right to choose between wear and tear or repair, let's immediately pay him the maximum amount of money. Immediately pay the full amount, taking into account the damage without deducting wear," TASS quoted Chebeskov as saying on October 6.

According to statistics, in most cases, car owners prefer to receive compensation in cash, Chebeskov said. The bill proposes that if the repair amount is more than the payment received, the difference should be paid later. At the same time, as the deputy minister pointed out, there is an instrumental delay, as a result of which a citizen can receive a minimum payment and not apply for an additional one due to the difficulties of receiving it.

Under the current system, insurance payments are calculated taking into account the wear and tear of car parts, which significantly reduces the amount of compensation, he stressed.

As Evgeny Ufimtsev, head of the Russian Union of Motor Insurers (RSA), explained earlier in July, if a bill is passed on the procedure for reimbursement for repairs in the CTP law, after receiving insurance payments and repairs, the victim will be able to apply to the insurer for an additional payment within the amount of wear. If the repair cost was more expensive due to the detection of hidden damage, it will be possible to pay an additional insurance indemnity. And if, due to the fact that the car was repaired at an "expensive" station, then the car owner will only be able to additionally compensate for the cost of wear, the head of the RSA noted.

Anatoly Aksakov, Chairman of the State Duma Committee on the financial Market, reported on September 4 that the State Duma would consider a bill on additional payments for CTP for self-repair of a car in the autumn session.
