The Russian government has prepared a new National Competition Development Plan for the period up to 2030. This was announced on October 6 by Deputy Prime Minister Alexander Novak.

"Taking into account the changing socio-economic conditions and the digital transformation of the economy, according to your instructions, [Prime Minister of the Russian Federation] Mikhail Vladimirovich [Mishustin], a new five—year National Competition Development Plan for the period up to 2030 has been prepared. <...> The key goal of the plan is the formation of an effective system for the development of competition at all levels of government," — He said this during an operational meeting of the deputy prime ministers with Mishustin.

According to Novak, the document is aimed at achieving national goals and objectives set by Russian President Vladimir Putin, and will contribute to sustainable economic growth and technological development of the country. Among the key tasks are removing barriers to business, improving the efficiency of state property management, and developing financial markets and high—tech industries.

The plan includes a number of measures such as antitrust regulation of digital platforms, development of innovative and high-tech industries, as well as improvement of competition legislation. According to Novak, the plan also provides for measures to identify and suppress cartels, develop regional roadmaps and expand cooperation with the antimonopoly authorities of the BRICS countries and the Shanghai Cooperation Organization (SCO).

In addition, the initiative will help improve the performance of key sectors of the economy. Among the proposed innovations are the digitalization of appeal procedures, the creation of a land selection service for agriculture, and the improvement of mortgage loan refinancing procedures.

"It is expected that by 2030, the satisfaction of participants in the commodity markets will grow by 12%. Most departments will be involved in the implementation of the new plan," Novak concluded.

Earlier, in May, First Deputy Prime Minister Denis Manturov noted that increasing competition in the country would be one of the principles when exploring the possibility of foreign companies returning to the Russian Federation. In addition, the authorities will pay attention to the potential expansion of the nomenclature.
