Feeding pigeons and other birds in the city is not an offense, but depending on the specific circumstances, it can lead to administrative liability, including fines. Turgunboy Zokirov, an assistant at the Popov Department of Administrative Law and Procedure at Kutafin Moscow State Law University (MGUA), warned about this on Monday, October 6.

"If, when feeding birds, there is contamination or damage to landscaping facilities — for example, benches, lawns or sidewalks — this constitutes an administrative offense. In Moscow, fines are provided for such violations: for citizens — from 3 thousand to 5 thousand rubles, for officials — from 30 thousand to 40 thousand rubles, for legal entities — from 300 thousand to 500 thousand rubles under part 1 of Article 8.19 of the Administrative Code of Moscow," he said in an interview with the city news agency. "Moscow".

The expert added that if green spaces were damaged while feeding pigeons, the fine will range from 3.5 to 4 thousand rubles for citizens, 50 thousand rubles for officials and 300 thousand rubles for legal entities, RT reports.

Zokirov clarified that the ban on feeding pigeons, ducks and other urban birds has not been established at the federal level, but since 1997 there has been a standard social lease agreement for residential premises of the municipal housing stock. In the internal regulations attached to the agreement, paragraph 6 recommends refraining from feeding birds with leftover food, as pigeons can cause contamination, and leftover food is bait for rats and other pests, writes Life.Ru .

At the same time, it is forbidden to feed wild animals in specially protected natural areas of Moscow, for example, in the Losiny Ostrov National Park, IA Regnum reports.

In addition, the expert recalled that municipal authorities have the right to impose their own restrictions through the rules of landscaping, Moscow 24 reports.

Earlier, on July 30, Sergey Kolunov, deputy chairman of the State Duma Committee on Housing and Communal Services, said that for feeding birds near residential buildings, you can get a fine if a sanitary and epidemiological threat is created because of this. He noted that such judicial practice is applicable only in cases where pigeon feeding poses a threat to sanitary and epidemiological well-being. Accordingly, this is not a fine for feeding, but for the consequences of it.
