The State Duma announced the timing of the start of the CTP check through the cameras
The launch of an experiment to check CTP policies through traffic cameras for photo-video recording of violations is planned soon. The date of November 1 is considered approximate and, probably, the check will be launched from the beginning of 2026. This was stated by Anatoly Aksakov, head of the State Duma Committee on the Financial market, during parliamentary hearings on improving the CTP law, the Izvestia correspondent reports on October 6.
The experiment will affect large cities such as Moscow and St. Petersburg. Inspections may be initiated in a number of other regions.
"It will be in different regions, because many regions would like to implement this practice. Naturally, this is Moscow and St. Petersburg, because a traffic accident is more expensive here. <...> I suggested Chuvashia as one of the territories, because I represent this republic, because they are offering and actively promoting this experiment," the parliamentarian shared.
In September, a bill was submitted to the State Duma, according to which the owner of a car recorded by cameras without a CTP policy will be fined no more than once a day. As Aksakov pointed out, fines for driving a car without a CTP policy may be levied in the future for each violation recorded by cameras.
"So far, such a proposal on my part has been announced that fines will have to be lifted for only one violation per day, and then it is quite possible that when practice develops with the use of cameras to determine whether there is a CTP policy or not, a fine will be charged for each violation," he said.
Earlier, Alexey Tsydenov, chairman of the commission of the State Council of the Russian Federation on the Efficient Transport System, reported that automatic monitoring of the availability of a CTP policy from traffic cameras for photo-video recording of violations could be introduced in a pilot mode at the end of this year. According to him, it is planned to fully deploy the system in 2026.
Currently, Article 12.37 of the Administrative Code allows you to issue several fines per day if a violation is recorded repeatedly. The penalty for the absence of CTP is a fine of 800 rubles, in case of repeated violation — from 3 thousand to 5 thousand rubles.
Evgeny Ufimtsev, President of the Russian Union of Motor Insurers (RSA), said on September 16 that monitoring the availability of valid CTP policies through video cameras in Russia would begin in large cities, federal and major regional highways.
