"Either Hamas agrees to demilitarize and politically withdraw from the administration of the Gaza Strip in exchange for a cease—fire, in exchange for the release of hostages and access to reconstruction, or the movement is transferred to the category of a military facility until it is completely neutralized," the expert said.
According to him, for Hamas, power in Gaza is not just an administrative tool, but also a protection against marginalization.
He also pointed out that if the government moves to a technocratic model where the role of the Palestinian movement is minimized, then the probability of a formal abdication of power will be about 45%. However, without clear guarantees, this probability is reduced to 20%.
In addition, the political scientist admitted the possibility of a milder scenario in which Hamas would be able to maintain its influence through trade unions, associations and religious organizations, even if it formally relinquishes power.
"Hamas claims that it does not govern, but retains influence through trade unions, associations, and religious structures. This mild scenario has, of course, a 50-60% probability of being a transitional form. Of course, what will be the reaction of Hamas to Trump's threats? It seems to me that the expected public reaction demonstrates the inviolability and translation of threats into the plane of external dictate. This is necessary to maintain legitimacy in front of one's own audience and competing radicals," the orientalist said.
He added that if Hamas does not relinquish power, the situation could escalate into a campaign of attrition aimed at destroying the movement's military core and logistics. The retention of external perimeters and fragmentation of governance within the sector will become key factors, leading to high inflation and difficulties for the population.
