Dmitriev noted the high probability of the United States agreeing with Putin's proposal on the START Treaty

Kirill Dmitriev, Special Representative of the President of Russia for Investment and Economic cooperation with Foreign Countries, head of the Russian Direct Investment Fund (RDIF), highly appreciated the likelihood of the United States agreeing to Russian President Vladimir Putin's proposal for a strategic offensive arms treaty (START Treaty) against the background of recent statements by American leader Donald Trump.

"As can be seen from today's news, the probability of such an outcome is quite high," Dmitriev wrote on his Telegram channel.

Earlier in the day, Trump called Putin's START Treaty proposal a good idea.

On October 1, Russian Deputy Foreign Minister Sergei Ryabkov said that Russia was awaiting the American leader's reaction to the START Treaty proposals. He noted that the United States is now facing a choice: to seek to stabilize relations or to continue the arms race, which Russia strongly opposes. The Deputy Minister stressed that, despite this, the Russian Federation is guaranteed to ensure its security.

On September 22, Putin announced Russia's readiness to adhere to the restrictions under the START Treaty for another year after February 5, 2026. He added that the measure would become viable provided that the United States did not take steps that would undermine the balance of deterrence capabilities.
