The protests in Tbilisi, Georgia, and Portland, USA, follow "the same scenario." This was announced on October 5 by Kirill Dmitriev, Special Representative of the President of Russia for Investment and Economic cooperation with foreign countries, head of the Russian Direct Investment Fund (RDIF).

Protests outside the Portland Immigration and Customs Enforcement building have been going on since June. Oregon has become a "sanctuary state," meaning that neither state law enforcement nor city police are allowed to cooperate with federal immigration authorities.
The protests against the ruling Georgian Dream party began on October 4 against the backdrop of the country's parliamentary elections. Georgian Prime Minister Irakli Kobakhidze accused foreign intelligence agencies of organizing the rallies and promised to give a "strict response" to all those involved. At the same time, on October 5, a court in the United States imposed a temporary ban on sending National Guard soldiers to Portland as part of US President Donald Trump's anti-crime initiative. The temporary ban will remain in effect until October 18, but may be extended later.
