From March 1, 2026, Russians will receive receipts for housing and communal services no later than the 5th of the month, instead of the usual 1st. This was announced on October 5 by Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Communal Services.

"Starting from March 1, 2026, the deadline for submitting receipts will change — residents will receive payment documents until the 5th. This will make the system more convenient and transparent," the parliamentarian told RIA Novosti.

According to Yakubovsky, the change will allow management companies to generate charges more correctly and reduce the number of errors and recalculations.

"We expect that people will spend less time and nerves on proceedings, and payments will become more understandable and predictable," the MP added.

Earlier, on October 2, it was reported that management companies face a fine of 300 thousand to 700 thousand rubles for publishing lists of debtors on housing and communal services with personal data without the consent of citizens.
