It is necessary to set clear boundaries for artificial intelligence (AI), especially in the ethical and moral aspects of interaction with citizens. Anton Tkachev, first deputy head of the State Duma Committee on Information Policy, Information Technologies and Communications, told Izvestia on October 4.
"Given the end-to-end penetration of AI into all areas, from economics and culture to security, a specialized government agency is needed to effectively manage this process. Such a body, with appropriate powers, could objectively assess the level of AI implementation, its ethical aspects and effectiveness. This is especially true against the background of the fact that many companies pass off ordinary software as advanced solutions in the field of artificial intelligence," said the deputy.
Tkachev cited the Ministry of Technology in Kazakhstan as an example. He drew attention to the fact that the existing Center for the Development of Artificial Intelligence in Russia has insufficient authority to influence the scale of technology adoption, and urged specialists to adapt to the new conditions.
The MP also believes that labeling content created by AI will help society distinguish between human and algorithm work. In addition, an important aspect is large—scale educational work so that people realize that the neural network is not a threat, but a tool that benefits. This is especially true in education, where AI can help teachers with routine work, freeing up time for the educational process.
"As a result, the labor market will change for the better: people will receive better education, become more aware and move on to solving more complex, non—standard tasks, while AI will take over routine functions," Tkachev said.
In addition, he noted the need to reform the format of homework, which is now easily completed with the help of AI, and move to exercises that require creativity and critical thinking.
"The race in the field of artificial intelligence is a global trend, lagging in which is unacceptable. Countries that actively develop and implement AI will gain a significant advantage in economic and cultural development and will determine the future. We need a liberal regulatory environment that allows technology to develop, and at the same time, a strong government agency capable of directing this development in the right direction," concluded the deputy.
On September 5, it was reported that last summer, Russian companies became 66% more likely to indicate the requirement "knows how to work with artificial intelligence" in vacancies. It was noted that applicants with knowledge of neural networks receive salaries on average 18% higher than a year ago. Most of these vacancies are placed in the financial industry, as well as in the fields of marketing, advertising and PR, and technology companies.
