On October 6, the Tverskoy District Court of Moscow will consider the issue of choosing a preventive measure against Mikhail Abyzov, the former Minister for Open Government of the Russian Federation, who is serving a sentence for creating a criminal community and other crimes. This was reported to Izvestia in court on October 3.
We are talking about a new criminal case initiated against the ex-minister. He was charged under Part 4 of Article 159 of the Criminal Code of the Russian Federation ("Fraud on an especially large scale"), which provides for up to ten years in prison.
According to this article, Abyzov faces up to 10 years in prison.
Abyzov was arrested in the spring of 2019. Besides him, several other people were involved in the case. The criminal case on the facts of money laundering on an especially large scale (Part 4 of Article 174 of the Criminal Code of the Russian Federation) and illegal business activities (Article 289 of the Criminal Code of the Russian Federation) is based on the theft of 4 billion rubles from Siberian Energy Company JSC (Sibeco) and RES, which are leading energy suppliers in the Novosibirsk region.
Since October 2020, the accounts of Abyzov and his ex-wife Ekaterina Sirotenko have been seized. In August 2021, the Prosecutor General's Office of the Russian Federation filed a lawsuit against Abyzov and Alfa-Bank to recover more than $126 million in favor of the state. The state prosecution demanded that the former minister be sentenced to 19.5 years in prison.
On December 21, 2023, the Preobrazhensky Court of Moscow sentenced Abyzov to 12 years of imprisonment in a high-security penal colony. In addition, the court decided to recover property worth 1.5 billion rubles, securities and currency from the ex-minister and other defendants in his case.
In October 2024, the Moscow City Court approved Abyzov's sentence to 12 years in prison in the criminal community case. At the same time, the lawyer of the injured party asked the court to pay attention to mitigating circumstances. The defendant, in turn, said in his last word that he had concluded reconciliation with the victim.
In October 2025, bailiffs began the compulsory collection of almost 27 billion rubles. According to Izvestia, the main amount of the penalty amounts to almost 26 billion rubles in state revenue. Plus, there is a fine and a performance fee of more than 85 million rubles, as well as 864 million rubles in damages.
