Due to the high turnover of new paid parking lots in Moscow, drivers can find a place for their car faster. In addition, the appearance of such parking lots reduces the number of violations and increases safety, says Sultan Zhankaziev, Doctor of Technical Sciences, professor at Moscow Automobile and Road Engineering State Technical University (MADI).

In an interview with Izvestia, he said that regulated charging in paid parking allows for the necessary number of available parking spaces by reducing search time. This practice has been successfully applied for a long time in the world, including in the Russian capital, Zhankaziev added.

Since October 3, new sections of Moscow streets have been included in the residential permit zone. Motorists who have issued parking permits will continue to park in their area for free.

As Zhankaziev recalled, the Moscow agglomeration "is continuously growing, new residential complexes are emerging, entire mini-cities inside the metropolis." As the population grows, so does the number of cars, and "in order to regulate the use of urban space, the government has to take appropriate measures," the expert added.

All the money received from the payment of paid street parking is transferred to the prefectures. The funds will be used to equip playgrounds and sports grounds, repair pedestrian zones and driveways, landscaping adjacent territories, install traffic signs and create pedestrian crossings. In 2025, more than 10 billion rubles were allocated in advance for these purposes. The decision on which facilities need to be renovated is made based on suggestions from residents, which are sent to municipal deputies.
