The State Duma wants to ban the maintenance of dangerous dog breeds in high-rise buildings

State Duma Deputy Igor Antropenko (United Russia) proposed on October 1 to ban the keeping of potentially dangerous dog breeds in apartment buildings.

"Banning the keeping of potentially dangerous dogs in apartments in apartment buildings would be a timely decision, as irritation in society is growing, as cases of attacks by such dogs are not uncommon," he said in an interview with RIA Novosti.

Antropenko explained that even if dog owners walk with them at specialized playgrounds, their route may pass through public places such as an elevator or courtyards where children play. According to him, it is impossible to predict the behavior of an animal, even if it has not shown aggression before.

He recalled that according to the law "On responsible treatment of animals", owners of potentially dangerous dogs in private homes must post warning signs at the entrance to the territory. However, there is no such rule of law for apartment buildings, and it is not known which apartments may contain dangerous animals.

The list of potentially dangerous breeds approved by the government of the Russian Federation includes 12 breeds: akbash, American Bandog, Ambuldog, Brazilian Bulldog, bully Kutta, Alapakh Bulldog, bandog, wolf-dog hybrids, wolfsbane, Gul Dog, Pit bull Mastiff, North Caucasian dog, as well as mestizos of the above breeds.

Earlier, on September 27, the Ministry of Natural Resources and Ecology of the Russian Federation proposed to consider an initiative on mandatory labeling of pets — this will allow, in case of loss, to quickly track down a pet, and also solve the problem with stray animals. If the project is adopted, information about the fauna that can be kept at home will be entered into the Federal State Veterinary Information System of the Rosselkhoznadzor (FGIS VetIS).
