The State Duma has proposed a bill according to which a food certificate for low-income citizens will be introduced. On October 1, a group of deputies joined these projects, along with Yaroslav Nilov, head of the State Duma Committee on Labor and Social Policy, and Dmitry Gusev, first deputy chairman of the control Committee, both from the Just Russia – For Truth faction.

"This law will ensure social justice: no one should be left without basic food. We offer a tool that really works in the regions and will now be available to everyone in need in Russia," the TASS news agency quoted Nilov as saying.

According to the bill, such a certificate will be given to those citizens whose average per capita income is less than the subsistence minimum. This certificate will cover 30% of the cost of living.
