The European Commission (EC) will propose the exchange of 140 billion euros from Russia's frozen assets for coupon-free bonds, which will then be transferred to Ukraine. This was reported on September 30 by Politico newspaper with reference to the draft statement on the results of the informal summit.

It is reported that these funds will be transferred to Kiev in tranches, but the publication does not specify their number and timing of this task.

It is noted that the idea was supported by German Chancellor Friedrich Merz. At the same time, in his opinion, the funds should go only to finance military aid.

On September 29, EC representative Balash Uyvari said that the proposal for a "reparation loan" to Kiev does not concern the confiscation of Russian assets and does not affect their main parts. It was clarified that the idea is to provide loans to Ukraine based on frozen assets of Russia, without their confiscation.

On the same day, the newspaper Politico reported that the European Union (EU) is considering the possibility of making a decision on Russia's frozen sovereign assets at the end of October. It was noted that the first discussion of the issue will take place within the framework of the summit of EU leaders in Copenhagen.
