Alikhanov pointed to the extension of recycling privileges for the most massive cars.

Preferential coefficients for the payment of the recycling fee will continue to apply to the most popular and sought-after cars among Russians. This was announced on September 30 by the head of the Ministry of Industry and Trade of the Russian Federation Anton Alikhanov.

"We propose to maintain the effect of our support measure — preferential coefficients — just for mass-produced cars with an engine capacity of up to 160 hp, which are most in demand among the population. The amount of scrap collection for them will remain the same — 3.4 thousand rubles for a new car and 5.2 thousand rubles for a car older than three years," the minister said in an interview with TASS.

According to Alikhanov, in 2024, individuals imported about 218.1 thousand cars with an engine capacity of more than 160 hp, which accounted for 11% of the total Russian passenger car market and 16% of all imported cars.

At the same time, the head of the Ministry of Industry and Trade explained that adjusting the calculation of scrap collection based on engine power would not affect the cost of domestic cars, including those produced at factories that were restarted after the departure of foreign investors. The minister also stressed that the authorities carefully monitor compliance with the pricing policy of Russian car factories.

Not everyone will pay: the State Duma proposed to partially cancel the recycling

Deputies intend to introduce exemptions for customs clearance of some cars

On the same day, it was reported that amendments to the law "On Production and Consumption Waste" were submitted to the State Duma for consideration, which involves the expansion of customs procedures under which vehicles imported into Russia are exempt from paying the recycling fee. According to the draft law, it is planned to expand the list of conditions under which cars are exempt from paying the recycling fee. It is supposed to include vehicles that are placed under the customs procedure of a "customs warehouse, free warehouse or processing in the customs territory."
