Low-income families with one child want to provide a tax "cashback". They will be able to return 7% of personal income tax (personal income tax) per year, as well as large families who already have such a benefit. Such a bill will soon be submitted to the State Duma by the head of the Committee on Labor, Social Policy and Veterans' Affairs, Yaroslav Nilov. Izvestia was informed about this on September 29.

According to the author of the initiative, there is currently an unfair situation where all children from low-income families are not eligible for benefits.

"The draft federal law On Amendments to the Law On Annual Family Payments to Citizens of the Russian Federation with Two or More Children has been developed in order to establish the possibility of receiving a portion of personal income tax from 2026 for all low-income families with children. In accordance with the law "On annual family payments to citizens of the Russian Federation with two or more children", which comes into force on January 1, 2026, for Russian families with two or more children with an average per capita income not exceeding one and a half times the regional subsistence minimum per person, an annual refund of a portion of personal income tax is provided. Each of the working parents (adoptive parents, guardians, guardians) of children under the age of 18 and children under the age of 23 who receive full-time education, who submitted an application, will be able to return 7% of personal income tax for a year. At the same time, the tax "cashback" is not provided for low-income families with one child. At the same time, these are, as a rule, young families with low wages who do not have their own homes and also need additional assistance from the state," the explanatory note says, which was reviewed by Izvestia.

The document notes that in order to ensure fair taxation, the draft law proposes to amend the law "On Annual family payments to Citizens of the Russian Federation with two or more children," according to which all low-income families, including those with one child, can receive a 7% personal income tax cashback.

According to Nilov, the adoption of the bill will improve the financial situation of low-income families with children, reduce the existing financial stratification, and improve the demographic situation in the country.

Earlier in the day, the Ministry of Finance of the Russian Federation proposed to introduce tax incentives for large families and members of its. It is specified that parents with many children will be able to receive tax deductions for land tax and personal property tax. This benefit can be used not only by families with minor children, but also by families with disabled children, regardless of their age.
