A bill banning obscene language on digital platforms and on social networks is planned to be submitted to the State Duma (State Duma). This was announced to Izvestia on September 29 by Andrey Svintsov, Deputy Chairman of the State Duma Committee on Information Policy and Information Technologies.

According to Svintsov, he is the sole author of this bill, which was submitted to the State Duma in August 2025. The main idea of the bill is to give Roskomnadzor the authority to block any content on the Internet containing obscene language.

"If the content contains swear words, it will be blocked by Roskomnadzor," he said.

Svintsov added that two options are offered for obscene content authors, namely to create specialized closed sites, access to which will be restricted to persons under the age of 18. Alternatively, you can use content editing, for example, to "record" obscenities in the same way as they do on television.

He also noted that in modern society, obscene speech on the Internet is unacceptable and it is necessary to "purge" the network of such content.

The author of the bill refers to the explanation of Roskomnadzor about obscene words. These include "four well-known words" for "x", "p", "e", "b", added "Газета.Ru ".

On April 10, the deputies of the State Duma proposed to fight obscenity and took the initiative to increase fines for swearing on the Internet and in public and to begin to bring to justice those who organize concerts with artists swearing obscenities from the stage. It was noted that the project is aimed at restricting people from spreading obscene language.
