Russian President Vladimir Putin's proposal to maintain restrictions on the START Treaty will create conditions to avoid a strategic arms race. This was stated on September 27 by Russian Foreign Minister Sergei Lavrov at the general political discussion of the 80th session of the United Nations General Assembly (UNGA).
"We believe that the implementation of our proposal will create the conditions necessary to avoid a strategic arms race, maintain an acceptable level of predictability in the nuclear missile field, and improve the overall atmosphere in Russian-American relations," he stressed.
