The new rules on anti-Russian sanctions violate the principle of proportionality of the European Union. Gunnar Beck, a former member of the European Parliament, announced this in an interview with Izvestia on September 27.
According to him, the European Commission (EC) proposed approving new sanctions against Russia by a simple majority, as well as changing the rules for extending restrictive measures from unanimity to a qualified majority. The ex-MP noted that this was done to avoid the risks of blocking the process by Hungary.
In addition, Beck clarified that such actions violate the fifth section of the second chapter of the Treaty on the European Union on the principle of proportionality of powers of members.
"This means that member states can break the rules, and anyone who complains about it can't do anything about it. Overall, this is a good example of the rule of law, or rather, the absence of the rule of law in the EU," he said.
Earlier, on September 26, the EC proposed to switch to a new voting mechanism, in which the support of a qualified majority would be sufficient. It was reported that this should reduce the risk of Hungary vetoing the transfer of frozen Russian assets to Ukraine.
Kremlin spokesman Dmitry Peskov said on the same day that a paradigm shift was taking place in the European Union in its approach to voting on the extension of anti-Russian sanctions.
