This was stated on September 26 by the country's Foreign Minister Maxim Ryzhenkov at a high-level plenary meeting at the UN headquarters in New York.

"We are not getting involved in a mindless arms race, we are not provoking further confrontation. Our response is asymmetric, it is purely defensive in nature and is carried out in strict accordance with international law and the provisions of the Treaty on the Non—Proliferation of Nuclear Weapons," the BelTA news agency quoted the head of the department as saying.
