On September 26, the FSB showed a video of a detained SBU agent who was planning a terrorist attack in Luhansk.

On the same day, it was reported that employees of the Ministry of Internal Affairs of the Luhansk People's Republic (LNR), together with colleagues from the FSB of Russia, prevented a terrorist attack against a high-ranking soldier of the Rosgvardiya, detaining a resident of the region. It was noted that a criminal case had been opened on this fact under articles on illegal possession of explosive devices, preparation for a crime and a terrorist act. According to the agency, the man acted in the interests of the Ukrainian special services and was in regular contact with them.
