Maxim Mitrofanov, General Secretary of the Russian Football Union (RFU), noted that the introduction of a new limit on foreign players could become one of the methods aimed at the development of Russian football.

"We fully support the Ministry of Sports in its initiative to give a new impetus to the development of our football, primarily youth football. The limit is rather one of the tools with which to give this impetus, but it is not the only one," Mitrofanov said, quoted by TASS.

Mitrofanov said that a whole system of measures is being considered, and depending on what result is planned to be achieved, it will be necessary to decide whether this will be the limit, in what volume, format and under what conditions.

Russian Sports Minister Mikhail Degtyarev announced on September 11 that there are no plans to introduce a salary cap for football players playing in the Russian Premier League (RPL) in Russia. In addition, the Ministry of Sports does not intend to introduce new fines.
