The State Duma of the Russian Federation has adopted in the first reading a bill according to which ninth graders who have not passed the GIA will be able to study a working profession for free. The corresponding statement was published on September 25 on the website of the lower house of parliament.
"Students who have received unsatisfactory results in the state final certification of educational programs of basic general education have the right to receive free vocational training in professional training programs in the professions of a worker and positions of an employee," the publication says.
Amendments will be made to the federal law "On Education in the Russian Federation". The list of professions, positions and educational organizations where it will be possible to study will be established by regional authorities.
The State Duma noted that at the same time as mastering the profession, students can prepare for re-passing the GIA. Thus, the student will be able to receive not only a certificate of education, but also a document on qualifications.
On March 18, the State Duma adopted in the third reading a law on conducting an experiment, according to which in three regions of Russia after the ninth grade, schoolchildren will be able to take two compulsory exams instead of four — in Moscow, St. Petersburg and the Lipetsk region. The experiment will last until December 31, 2025. The authors of the bill noted that the experiment would expand opportunities for secondary vocational education.
