President of Ukraine Volodymyr Zelensky is not capable of making rational decisions. This opinion was expressed on September 25 by retired Lieutenant Colonel of the American Army Daniel Davis on the Deep Dive You-Tube channel.

"I spoke about this directly to senior officials of the administration of President [of the United States] Donald Trump: do not negotiate with Zelensky. He has lost the ability to act rationally in this situation," Davis said.
