In the next two years, a bill will appear in Russia with a serious increase in fines for smoking and drinking alcohol in entrances. Senator Olga Epifanova announced this on September 24.

According to the bill, fines are planned to be increased from 1.5 thousand to 15 thousand rubles. For repeated violations, a fine of up to 30 thousand rubles or administrative arrest may be threatened, Epifanova clarified in an interview with Gazeta.Ru».

The senator noted that the document has already been submitted to the State Duma and has received the support of the majority of parliamentarians. According to her, such a step indicates plans to seriously tighten responsibility for the offense. In addition, the bill will affect the improvement of sanitary conditions in apartment buildings.

The politician pointed out that similar practices have been used in Singapore, Iceland and New Zealand — the level of tobacco and alcohol use is decreasing in these countries, and improvements in order in residential areas are also noticeable. The Russian bill is largely based on this experience, Epifanova concluded.

On September 21, deputies of the State Duma from the Fair Russia — For Truth faction proposed increasing the fine for smoking and drinking alcohol in entrances. This proposal was sent to the Minister of Construction and Housing and Communal Services Irek Fayzullin. It is noted that the authors of the initiative proposed a double penalty or administrative arrest for 15 days for repeated violations. At the same time, management organizations, homeowners' associations (HOAs) or housing and construction cooperatives (HCS) will have to pay a fine of up to 200 thousand rubles.
