The authorities are thinking about preparing a legal framework for the automatic recording of traffic violations using unmanned aircraft systems (UAS). The prospects for such an application of UAS were discussed at a round table in the Federation Council, Kommersant reported on September 24.

The Ministry of Internal Affairs' unmanned aircraft (drones, airships and balloons) have previously been used by the police. In 2022-2023, in 29 regions, with their help, the State Traffic Inspectorate identified 35 thousand violations, mainly oncoming traffic and traffic on the side of the road. At the same time, fines were imposed manually: the violation was filmed from the air, then the driver was stopped by inspectors, shown the footage and a protocol was drawn up. As Senator Igor Treskov stated, we need to start thinking about scaling up our established practices.

"We understand that it's hard now, but it's not forever. As soon as it ends, UAVs will be used everywhere and everywhere. We need to be ready by this time from a legal and technical point of view. And it takes a lot of work. Now is the time to experiment and find a legal framework," Treskov said.

A regulatory framework is needed, for example, if drivers want to challenge a fine imposed by drone, he said. Among other things, it is necessary to create regulations for the transfer of data from the UAS to the database of the State Traffic Inspectorate and a certification system for a new type of camera.

The possibilities of using drones to document minor accidents without the presence of a traffic police officer were also discussed. The Ministry of Internal Affairs is exploring the prospects of using autonomous stations with drones that can be placed on roofs of buildings in urban environments. The use of such stations (drone boxes) will increase the speed of response to accidents, according to Mikhail Kotov, Senior Inspector for Special Assignments at the Main Directorate for Road Safety of the Ministry of Internal Affairs of the Russian Federation.

Earlier that day, it was reported that a bill had been submitted to the State Duma, according to which the owner of a car recorded by cameras without a CTP policy would be fined no more than once a day.
