A bill on the frequency of fines for OSAGO from cameras was submitted to the State Duma

A bill has been submitted to the State Duma, according to which the owner of a car recorded by cameras without a CTP policy will be fined no more than once a day. Anatoly Aksakov, Chairman of the State Duma Committee on the Financial Market, announced this in his Telegram channel on September 24.

Starting from March 1, 2025, the CTP policy was excluded from the package of documents during registration actions, which "exacerbates the need to introduce an alternative control mechanism as soon as possible," the authors of the bill noted.

In connection with the revision of the Web software, which is used to automate the work of traffic violation detection centers, the law is expected to enter into force on September 1, 2026, the All-Russian Union of Insurers (VSS) clarifies in its Telegram channel.

Currently, Article 12.37 of the Administrative Code allows you to issue several fines per day if a violation is recorded repeatedly. The penalty for the absence of CTP is a fine of 800 rubles, in case of repeated violation — from 3 to 5 thousand rubles.

Monitoring of the availability of valid CTP policies through video cameras in Russia will begin in large cities, federal and major regional highways, said Evgeny Ufimtsev, president of the Russian Union of Motor Insurers (RSA), on September 16.

Aksakov reported on September 10 that the State Duma would consider in the autumn session a bill to extend the maximum allowable repair period for CTP, taking into account long-term supplies of spare parts from abroad, as well as a bill on additional CTP payments for self-repair of a car.
