Starting in 2026, bookmakers will be required to pay a 5% tax on accepted bets.
The authorities plan to introduce a gambling tax in the amount of 5% of accepted bets for bookmakers, according to the materials of the Ministry of Finance (Izvestia has reviewed them). The amendments to the Tax Code are intended to be introduced as part of the budget package, and if approved, they will become effective from January 2026.
Additionally, there will be a profit tax for bookmakers at a rate of 25%. Currently, they pay gambling taxes in a fixed amount determined by the region, which does not reflect the scale of turnover and does not take into account the actual financial result.
The Finance Ministry explained that the new measures will take into account not only the turnover, but also the profits of companies, and will also make the market more transparent. The gambling business has traditionally shown high turnover with low tax returns, and the changes should narrow this gap. These measures are aimed at fulfilling government obligations in the social sphere, including family support, defense and security.
On September 19, it was reported that the State Duma was discussing a bill that could change the taxation system for the self-employed. The initiative was introduced by deputies of the Novgorod Regional Duma, proposing to oblige entrepreneurs to pay taxes to the budget of the region in which they are registered, rather than the one where they actually operate.
