The new budget for the next three years provides for 10 trillion rubles to support families with children, according to the materials of the Ministry of Finance (Izvestia has reviewed them).

Of this amount, more than 2 trillion rubles will be allocated to improve housing conditions. In particular, about 1.8 trillion rubles will be used to subsidize the mortgage interest rate for all families with children, and over 300 billion rubles will be used for one—time payments to parents with many children (450 thousand rubles) to partially repay the debt.

In addition, starting in 2026, low-income citizens with two or more children will receive an annual family payment in the form of reimbursement of a portion of the personal income tax paid. Thus, the tax rate for them will decrease from 13% to 6%.

At the same time, the maternity capital program will continue until 2030. It will be indexed to the rate of inflation, and families will have the opportunity to use the remaining funds without a targeted purpose. The total amount of expenses for these purposes in three years will amount to more than 1.8 trillion rubles.

On September 23, the State Duma of the Russian Federation adopted in the first reading a bill obliging universities to allocate separate rooms in dormitories for students' families. The initiative is intended for those students of educational institutions who are married or who have children.
