Vlad Shakin, who has not seen since birth, wants to open a cultural center to help wounded participants in a special military operation adapt and live a full life.

"This will be a rehabilitation space for people with disabilities, people who find themselves in a physically difficult life situation. <...> It will be aimed at rehabilitation through culture," Shakin said.

Vlad's parents left him in an orphanage when they found out about his illness. The young man spent all his childhood years there, and later received a law degree. Thanks to this, Shakin was able to sue for an apartment that they did not want to provide him with after leaving the orphanage. In addition, the activist became involved in journalism.

Now Shakin runs his own blog and is actively working on a cultural center project. With the help of this center, he intends to help wounded soldiers return to normal life.

"I think that this will be our main target audience at the moment," Shakin concluded.

On August 19, Russian President Vladimir Putin demanded that special attention be paid to the families of military personnel participating in a special military operation, in particular those who died. Prior to that, on July 31, Putin signed a law obliging within 30 days to appoint payments to the wounded, volunteers and family members of the participants of his military. According to the text of the document, lump-sum payments must be made no later than one month after the date of the right to receive support.
