The draft law "A new car for every family," according to which owners of vehicles with a production period exceeding 15 years can exchange them for new cars, was proposed for consideration by the State Duma (State Duma). This was announced on September 23 by the leader of the Fair Russia — For Truth faction, Sergei Mironov.

"The Fair Russia – For Truth faction proposes to initiate a new large—scale program that allows you to hand over an old car in exchange for a new one," RIA Novosti quotes the contents of his message addressed to Russian Prime Minister Mikhail Mishustin.

According to the agency, this initiative will allow the state to simultaneously help citizens in updating the fleet and support the domestic manufacturer.

According to the preliminary description, this scheme will not be complicated: the car owner, when handing over his vehicle for recycling, will receive in return a certificate for obtaining systemically important automakers approved by the Cabinet of Ministers, in particular, VAZ and GAZ cars. The coupon itself will be part of the contribution — you can pay for the other one either from your own savings or using a loan.

At the same time, as specified in the message, the bill also provides for the possible introduction of benefits for certain categories of citizens, which may include residents of the Donetsk and Lugansk People's Republics (DPR, LPR), Zaporizhia and Kherson regions, regions of the Far North, as well as representatives of large families.

A day earlier, the head of the Economic Committee of the Federation Council, Andrei Kutepov, proposed phasing out right-hand drive vehicles in the Russian Federation "for safer vehicles." This initiative was later criticized by Nikolai Novichok, a member of the Committee for the Development of the Far East and the Arctic, noting that there is "nothing terrible" about right-hand drive cars.
