Residents of apartment buildings who leave strollers, sleds, bicycles and other property in unintended places can be fined up to 15,000 rubles in accordance with Article 20.4 of the Administrative Code of the Russian Federation ("Violation of fire safety requirements"). This was announced on September 23 by Vladimir Koshelev, deputy representative of the State Duma Committee on Construction and Housing and Communal Services.

"Unfortunately, most old houses do not have such rooms and spaces, which means that strollers, baby sleds, bicycles and other personal belongings cannot be left in their entrances. This ban is regulated by the provisions of the fire safety regulations and the technical regulations on fire safety requirements. <...> for littering the stairwell, citizens will receive a warning or a fine of 5,000 to 15,000 rubles," TASS quoted him as saying.
