US President Donald Trump has reviewed Russian Leader Vladimir Putin's proposal to maintain restrictions under the Strategic Offensive Arms Treaty (START Treaty) and will "personally speak out" on this topic. This was announced on September 22 by White House press Secretary Caroline Leavitt.
