It is necessary to intensify competition in driving schools, allow self-preparation for exams, interaction and work with instructors, as well as introduce appropriate licensing. This was announced to Izvestia on September 22 by Anton Shaparin, Vice President of the National Automobile Union (NAS).

"We (the union. We propose to step up competition in this area, allow self—preparation for exams, allow interaction and work with instructors, introduce appropriate licensing so that really professional people can work in this field and take away the monopoly from driving schools," he said.

According to Shaparin, the situation with driving schools is "traditionally bad," as only 13% of those who graduate from driving school can take a practical exam the first time. He added that only 40% pass the theoretical part.

According to Shaparin, driving schools don't even "teach you how to take exams," so reforming the system will help students "see real returns" and give them the opportunity to "interact with those who can really teach."

On the same day, it was reported that NAS sent a letter to the Prime Minister of the Russian Federation Mikhail Mishustin, which was reviewed by Izvestia, and suggested that citizens be allowed to take the driver's license exam while preparing for theoretical exams on their own. It is specified that the automobile union noted the poor training of teachers and the lack of interest of the leadership of driving schools in the results of students.
