Rolf dealer Company supports the initiative of the Ministry of Industry and Trade of the Russian Federation to equalize recycling tariffs for cars with a capacity over 160 hp, regardless of who imports them — individuals or legal entities. The new rules will strengthen customer trust, ensure equal conditions for market participants and create the foundation for the sustainable development of the industry, Svetlana Vinogradova, CEO of Rolf Group, told Izvestia on September 22.

For most of the models in demand in Russia, such as Haval Jolion, Chery Tiggo 7 and Geely Monjaro, price changes will be minimal, Vinogradova said. In the case of the Monjaro, whose production is not localized in the country, when purchased from an authorized dealer, the adjustment will amount to no more than 175 thousand rubles, which is only 5-6% of the cost of the car, the company estimated. More noticeable changes are possible in the segment of electric vehicles and hybrids, however, the share of this area today does not exceed 4% of the total Russian market.

According to her, customers benefit from the introduction of this measure, because almost the entire flow of cars, including alternative imports, will go through professional players. This means that the law on consumer protection will be extended to any transactions, and customers will receive a guarantee for cars.

"In the "gray" schemes, the role of the intermediary is actually reduced only to importing the car into the country, without any quality obligations and without guarantees for the client. This model makes it possible to bypass commercial recycling at the expense of preferential tariffs, leaving the consumer unprotected, and the state without part of the tax revenue. The Ministry of Industry and Trade of the Russian Federation has proposed a system in which everyone wins: customers receive security and guarantees, and the state receives additional income and a transparent market," Vinogradova said.

The company does not expect major changes in alternative imports for the mass customer. The share of cars in Rolf's sales structure, where price increases may exceed 5%, is 13.8%, and it is mainly in the premium segment, she noted.

Earlier, on September 19, Sergey Tselikov, CEO of Autostat, said that if the rules for calculating recycling were changed, cars of premium brands such as BMW, Mercedes-Benz and Audi would rise in price in Russia quite seriously.

At the same time, it became known that State Duma Deputy Yaroslav Nilov sent a letter to the Minister of Industry and Trade Anton Alikhanov with a proposal to analyze the consequences of changing the rules for calculating waste collection, including social ones.
