At a meeting with the Civil Contract party on September 20, Armenian Prime Minister Nikol Pashinyan shared two scenarios for the operation of Electric Networks of Armenia (ENA) after the expropriation of the company from businessman Samvel Karapetyan. They allow the company's assets to be transferred under international management.
"The first scenario is that the ESA will be nationalized and transferred to professional and reliable management, while remaining fully state—owned. And scenario number two is that most of the shares of the ENA are transferred to a reputable international energy sector manager," the Armenia Today portal quotes him as saying.
The Armenian Prime minister clarified that the second scenario will be chosen only if the costs of nationalization turn out to be unacceptable for the state budget. However, in any event, the Armenian government will retain a stake in the company that will allow it to control strategic decisions.
According to Pashinyan, the transition of the ESA to state administration is "inevitable" and "will be brought to an end." He also expressed confidence that the revealed frauds in the company's work confirm the need for changes in its management.
Separately, Pashinyan touched upon the problem of "substandard" electricity supply, which, in his opinion, was used by the opposition to incite discontent among citizens.
On July 3, the Armenian parliament adopted in the final reading laws allowing the nationalization of the company "Electric Networks of Armenia", which belongs to the detained businessman and philanthropist Samvel Karapetyan. The opposition expressed its disagreement, which considers the process illegal. On July 15, the opposition political parties of the Armenian parliament appealed to the Constitutional Court (CC) demanding that the law on the nationalization of Karapetyan's Electric Grids be declared unconstitutional.
On July 23, Karapetyan defeated the Armenian government in the International Arbitration Court in the case of the nationalization of the "Electric Grids of Armenia", which belonged to him.
