The State Duma deputy asked the Ministry of Industry and Trade to reconsider the change in recycling

State Duma deputy Yaroslav Nilov sent a letter to Minister of Industry and Trade Anton Alikhanov with a proposal to analyze the consequences of changing the rules for calculating waste collection, including social ones. The parliamentarian announced this in his Telegram channel on September 19.

"The new rules for calculating the recycling fee announced by the Ministry of Industry and Trade from November 1, 2025, will be a kind of aftershock for the automotive market — I still receive appeals from citizens who have not yet recovered from the shock of last year's increase in the amount of scrap collection," Nilov wrote.

The MP noted that the current changes could become even more global and affect not only the cost of cars directly, but also the dynamics of the flourishing of the "gray" market of low-quality spare parts. The fleet will age, and for individual entrepreneurs and small businesses that mainly use cars with a capacity of more than 160 hp (the threshold value for maintaining a preferential rate), the choice will be poor.

"As a result, we will see an increase in prices for other product categories and services, for example, taxis. The good intentions pursued by the new recycling calculation method are thus offset by the inevitable increase in social tension," Nilov said.

The draft government decree developed by the Ministry of Industry and Trade assumes the introduction of a new criterion for calculating the size of the scrap yard from November 1 of this year — engine power. The existing grace periods for individual importers who carry cars for personal use (3.4 thousand rubles for new models and 5.2 thousand rubles for cars older than three years) will remain. However, they will only apply to models no more powerful than 160 hp.

The day before, the head of AVTOVAZ, Maxim Sokolov, said that possible changes in the calculation of the recycling fee for cars with a capacity of 160 hp would not affect AvtoVAZ products.

Prior to that, on September 18, car dealers said that if a resolution was passed to review the recycling mechanism, the increase in car prices would affect the vast majority of brands, since cars with engines of less than 160 hp are an insignificant proportion of alternative imports.

According to Izvestia's calculations, the maximum amount of the estimated new recycling rates for passenger cars older than three years with an engine capacity of more than 3.5 liters and a capacity of more than 500 hp will exceed 10 million rubles.
