The State Duma is discussing a bill that could change the taxation system for the self-employed. The initiative was introduced by deputies of the Novgorod Regional Duma, proposing to oblige entrepreneurs to pay taxes to the budget of the region in which they are registered, rather than the one where they actually operate. This was announced on September 19 by Delovoy Peterburg, referring to an explanatory note.

According to the document, in 2024, the self-employed registered in the Novgorod Region paid 365.9 million rubles of professional income tax (NAP). At the same time, 118.3 million rubles were allocated to the budgets of other regions, since tax payments depend on the place of registration, and not on the actual conduct of business. The authors of the initiative believe that entrepreneurs should pay taxes in the region where they live and use the social infrastructure. The explanation also notes that in case of non-payment of taxes, administrative expenses and the burden of debt collection fall on the tax authorities of the region of residence.

"In addition, in case of non—payment of tax on time, the administrative costs and the burden of collecting such debts are borne by the tax authorities and the courts of the region of residence (place of residence) of the payer of professional income tax," the explanatory note says.

The issues of redistribution of tax revenues are becoming particularly relevant in large agglomerations. For example, residents of Murino and Kudrovo, who run businesses in St. Petersburg, pay taxes to the city budget, despite the fact that they spend social services in the region. As of August 31, 2024, 934.6 thousand self—employed people were registered in St. Petersburg, while 159.7 thousand were registered in the Leningrad Region.

According to the head of the NGO "Association of the Self-employed of Russia" Ivan Litvinov, this initiative will not solve the problem of the junction of regions. According to him, the right approach would be to create attractive business conditions in the places where people live, rather than redistributing tax revenues between regions. Litvinov added that instead of introducing additional tax obligations, the authorities should focus on stimulating the development of the regions.

"In the case of operating on the territories of several entities, an individual independently chooses the entity on whose territory they operate, and has the right to change their place of business no more than once during a calendar year," confirms Alexander Yuzhalin, head of legal practice at SuperJob.

Earlier, on September 10, Andrei Glushkin, a member of the Council of the MRO Delovaya Rossiya, told Izvestia that from October 1, a new tool for supporting small and medium—sized businesses, as well as the self-employed, begins to operate in Russia - credit holidays. According to federal law, entrepreneurs will be able to temporarily suspend loan payments for up to six months.
