The State Duma proposed to establish a flexible regime for regulating the beginning of the heating season in Russia. This was announced on September 18 by Vladimir Koshelev, first deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, head of the Expert Council on Housing and Communal Services under the Duma Committee.

"Modern technologies allow us to think precisely and flexibly. It is possible to consider a transition to zoned or phased regulation," RIA Novosti quoted the official as saying.

It is noted that, first of all, heating will be turned on in houses that are subject to high heat loss. Among them are old and dilapidated buildings with unheated facades. And in the spring, the heating will be turned off primarily in modern, well-insulated houses.

To implement this project, Koshelev proposed to modernize the municipal infrastructure.
