Russia needs to expand the practice of distributing land to its participants, Vladimir Putin said during a meeting with leaders of the State Duma factions in Novo-Ogaryovo. The President called on his interlocutors to pay special attention to the adoption of the federal budget and listened to the initiatives of the deputies, which they are going to discuss in the fall. Among them are the possible cancellation of patents for migrant workers and a ban on them transporting their families to Russia, the creation of a separate department to solve housing and communal services problems, the introduction of quarterly pension indexation and the involvement of ITS participants in the fight against illegal migration.

About elections and the voting system

Opening the meeting, Vladimir Putin expressed gratitude to the Russians who participated in the regional elections on September 12-14. He also congratulated the political parties on their good results.

— All parliamentary parties have confirmed their high status and have shown that they enjoy the trust of their constituents. This is very important because it guarantees us political stability. In modern conditions, this is of lasting importance," said the head of the Russian Federation.

The meeting with the president was attended by the leader of the United Russia faction, Vladimir Vasiliev, the head of the Communist Party of the Russian Federation, Gennady Zyuganov, the head of the Liberal Democratic Party, Leonid Slutsky, the leader of the Just Russia — For Truth faction, Sergei Mironov, the head of New People, Alexei Nechaev, the speaker of the State Duma, Vyacheslav Volodin, and the first deputy head of the presidential administration, Sergei Kiriyenko.

LDPR leader Leonid Slutsky stressed that this election campaign was historic for the party, as according to its results it was able to come in second place in terms of the total average number of deputies in regional parliaments. "Zhirinovsky's dream has come true," he said. The leader of the SRZP, Sergei Mironov, said that 102 members of the SVR participated in the elections from the party, and eight of them became deputies. Alexey Nechaev, Chairman of New People, stressed that the last regional campaign was the largest in the entire existence of the party.: Russians elected 700 deputies of the National Assembly at various levels.

At the same time, in all gubernatorial elections, United Russia celebrated its victory, as the leader of the faction, Vladimir Vasiliev, told the president. Communist Party leader Gennady Zyuganov was the only one who did not mention the elections. Instead, he criticized the reform of local self-government, according to which the subjects of the Russian Federation were given the right to eliminate the grassroots level of representation in villages and small settlements. In response, the president promised to think about this issue.

Support for ITS participants

Vladimir Putin drew the attention of the party leaders to the need to pay special attention to helping veterans of the special operation, adding that they would be the ones to replace the current generation of politicians.

— We must look for, find and nominate people who are not afraid of anything in the service of the Motherland and have risked their health and their lives. Such people should be promoted to leadership positions," he stressed.

At the same time, the head of the Russian Federation reacted cautiously to the initiative of Sergei Mironov, who proposed to introduce a quota of 3% for the participants of the SVR at all levels of government. This may provoke a formal approach to the case, Putin said, adding that people should be chosen not by gender or profession, but by personal qualities.

As for social support for veterans and their families, the State Duma has already adopted 140 such laws, and 26 more bills from this area are under consideration, said State Duma Speaker Vyacheslav Volodin. The support of the CBO participants will be one of the key priorities of the State Duma for the autumn session, he added.

Among them are the free provision of secondary vocational education to the participants of their secondary education, providing widows with free admission to universities and technical schools without entrance exams. Vladimir Putin also supported the idea of expanding the practice of giving free land to fighters of the SVO. Symbolic offers were also included. So, the LDPR asked the president to set a memorable date at the federal level — the Day of the Combat Veteran.

About migrants, housing and communal services, healthcare and demography

The most important topic that all the faction leaders raised was the fight against illegal migration. For example, Slutsky asked Vladimir Putin to support the LDPR's proposal to restrict the entry of migrant families without Russian citizenship into the country. According to him, then regional budgets will save tens of billions of rubles.

In response to Mironov's proposal to abolish the patent system for migrant workers, Putin promised to think about this issue. Today, a work patent allows a visa-free foreigner to live and work in Russia. According to the leader of the SRZP, by obtaining a patent, migrants transport their families to the Russian Federation, who live on an illegal basis.

Alexey Nechaev also called for accepting SVO fighters into special units of the Ministry of Internal Affairs to combat illegal migration.

— For work in the Interior Ministry system, including in the field of migration policy — of course, why not, — Vladimir Putin responded. He also called the issue of migrants very sensitive for Russians, urging deputies to keep it under control.

Another major problem has become the acute shortage of healthcare personnel in remote rural areas. According to Slutsky, about 25,000 doctors and 65,000 average medical staff are missing in Russia. To solve this problem, the Liberal Democratic Party, in particular, proposed to consolidate the targeted distribution of medical students after graduation - to send them to remote regions for several years to work. In response, the Russian leader called this approach one of the solutions to the personnel problem.

United Russia noted that the key issue of the autumn session will be the adoption of a budget, a significant part of which will be spent on social policy.

— Increase the minimum wage to 35,000 by 2030, indexation of salaries for state employees, pension and social benefits, including for working pensioners. This includes support for families with children — a single allowance for each child up to 100% of the subsistence level, maternity capital — in the amount of almost a million rubles at the birth of the second child, and at the birth of the third – plus 450 thousand to cover the mortgage, and a family mortgage. This is also the support of the participants of the SVO and their families," Vladimir Vasiliev told the President.

A separate topic for discussion was the housing and communal services sector, on which, according to the leader of the Russian Federation, the social well-being of all Russian families depends. The faction leaders noted that many problems had accumulated in this area, including unfair capital repairs, unprofessional management companies and inflated tariffs. The President was offered to create a separate department that would deal with these issues. In response, he agreed to think about it, saying that he was afraid of "excessive bureaucracy."

"Again, ministries, cars, secretaries, assistants,— he clarified.

At the same time, in his opinion, housing and communal services tariffs should not be overstated locally, so deputies need to monitor this issue.

About the development of the Russian economy

The economic development of Russia was discussed at the meeting. In particular, Gennady Zyuganov criticized the government's policy in this area, noting the slowdown in economic development. He drew attention to the rapid growth in food prices, and also warned that if the country does not develop at a global pace, it risks being left behind by other countries. Sergei Mironov also spoke about high inflation, suggesting that pensions should be indexed quarterly in this regard. According to him, prices in stores are rising faster than pension payments are increasing.

In response, the president stated that the way out of both situations is to fight inflation.

— As for the slide from more than four percent of GDP growth, this is not a slide. This is a targeted action, it is a reduction in growth rates in exchange for suppressing inflation and maintaining macroeconomic stability," the head of state said.

At the same time, the decline in growth cannot be considered catastrophic for Russia, said Georgy Ostapkovich, director of the HSE Center for Market Research. According to him, there is no stagnation in the Russian Federation, and the economy continues to grow.

In response to Gennady Zyuganov's words about the need to develop the domestic aircraft industry, the head of the Russian Federation said that the country had made many steps forward in the development of combat aviation, maintaining and restoring its production. He also noted the success in engine production, highlighting the PD-14 model.

Vladimir Putin's meeting with the leaders of the Duma factions is a traditional and correct event that makes it possible to convey to the president the needs of Russians who stand behind the parties, political analyst Dmitry Zhuravlev told Izvestia. At the same time, according to him, sometimes the leaders of the factions went into too minor details or, conversely, said too general things.

For example, Gennady Zyuganov devoted quite a lot of time to international topics, talking about his personal impressions of the president's trip to China for the SCO summit, recalled the historic meetings of Joseph Stalin with Mao Zedong, and telling how the young cadres of the Communist Party of the Russian Federation, on his instructions, "rode through all the main [industrial] centers" of China. The leader of the Communist Party could not resist publishing personally flattering news about the achievements of the agrarians of the Orel region.

— You can congratulate me, we have grown wheat there, and to my delight we named it Zyuganovka. This year it has set a world record, it is even difficult to imagine – 185 quintals per hectare, — said Zyuganov.

And NLR leader Alexei Nechaev voiced to Putin the idea of legalizing the sale of "beautiful" car license plates through Public Services, apparently sincerely believing that this was a problem at the president's level.

"Not everyone will want beautiful rooms, but those who do will pay 25 billion rubles to the budget," the parliamentarian predicted from his idea, however, without supporting it with calculations.

According to Dmitry Zhuravlev, such incidents are explained by the complexity of the meeting format. "If we talk about initiatives in general terms, then there is no point, and to what extent it is necessary to go into details is mainly the talent of the politician himself," the political scientist believes.
