The official representative of the Russian Foreign Ministry, Maria Zakharova, advised parents to apply for a passport when planning a trip abroad in connection with the upcoming changes in the law on the procedure for leaving and entering the Russian Federation.

"It is best to issue a passport for children to travel abroad immediately. In many cases, there are different nuances, you need to read into them, know [the rules]," TASS quoted Zakharova as saying.

She also told about a case when, without familiarizing herself with the intricacies of the legislation, she planned a trip with her child, who was less than 14 years old, according to a birth certificate. However, when crossing the border, she was asked to show the child's passport.

On January 20, 2026, amendments to the law on the procedure for leaving and entering the Russian Federation will begin to take effect. From that day on, the birth certificate is excluded from the list of documents according to which Russian citizens under the age of 14 have the right to travel to Abkhazia, Belarus, Kazakhstan, Kyrgyzstan and South Ossetia. Also, starting from January 20, 2026, the possibility of obtaining an entry certificate (return to Russia) at Russian consular offices in the territory of these countries in place of a birth certificate in case it is lost, has become unusable, or the child has reached the age of 14 during his stay abroad is canceled.

Earlier, on March 21, the Ministry of Foreign Affairs of Estonia announced that the republic would cease to recognize non-biometric foreign passports of Russian citizens starting on March 31. On July 2, the Russian Foreign Ministry noted that the authorities of Lithuania and Latvia decided not to recognize Russian five-year non-biometric passports.
