Russia's allies are the army, navy, and sustainable finances. This opinion was expressed on September 18 by the Minister of Finance of the Russian Federation Anton Siluanov at the plenary session of the X Moscow Financial Forum (IFF).

"I once said that we have, to use the expression that we have, that Russia has allies — the army and navy, and stable finances," Siluanov said.

The Finance Minister stressed that in order to create a stable financial system in the country, it is necessary to budget for "reducing dependence on various restrictions," including price, volume, or budget income from oil and gas. In addition, the minister said that the share of oil and gas revenues in 2026 will be 22%.

On the same day, Siluanov announced that the budget of the Russian Federation would ensure all obligations to citizens and recipients of budget funds, regardless of external circumstances.
