Sales of new buildings in summer exceeded the spring figures by 11%. This is the conclusion reached by analysts of the Yandex Real Estate and Pulse of New Building Sales services, who conducted market research. Izvestia reviewed the analysis on September 18.

According to their data, in the summer, 13 of Russia's 16 million-plus cities saw an increase in the number of transactions on the primary market compared with the spring period. The total number of transactions in millionaires increased by 11% and amounted to 55.4 thousand transactions, while 50 thousand were registered throughout the spring.

Samara (+74%), Nizhny Novgorod (+44%), Krasnodar (+43%), Ufa (+38%), Omsk (+31%) and Voronezh (+29%) showed the most noticeable seasonal growth. Only three cities — Moscow, Kazan, and Krasnoyarsk — showed a slight decrease in activity (from 1% to 3%).

"This year, the traditional seasonal activity in the new—build market appeared earlier than usual," Evgeny Belokurov, commercial director of Yandex Real Estate, explained to Izvestia.

According to him, the reduction in the key interest rate causes an increase in interest in buying apartments.

"As a result, in the summer we saw a combination of the effect of seasonality and pent-up demand, which led to an 11% increase in the number of transactions compared to the spring. Additionally, the market is affected by lower deposit yields. We can already talk about the beginning of the flow of funds from deposits to Beton, and against the background of a potential further reduction in the key rate, this activity will only increase," Belokurov said.

In terms of the number of deals concluded in the summer of 2025, Moscow is leading (about 17.8 thousand deals), St. Petersburg (about 7.7 thousand), Yekaterinburg (more than 5.2 thousand), Krasnodar (more than 4.2 thousand) and Rostov-on-Don (about 3.3 thousand). At the same time, there is a slight decrease in the number of transactions in Moscow by 1% compared to the spring.

"The August data confirms that the market for new buildings has begun to recover," says Artem Advisers, head of the Pulse of New Building Sales service. — The reduction in the key rate increases the optimism of buyers. They are counting not only on the greater availability of new mortgage programs, but also on the possibility of refinancing previously taken loans. Against this background, the volume of transactions is growing — in August, their number increased by 4% on average for millionaires, and in general by 11% over the summer compared to spring. At the same time, in August, relative to July, we record a decrease in the volume of unsold balances, which once again confirms the growth of activity in the market and the willingness of buyers to use available financial instruments to purchase housing."

Experts from Domclick and Sberindex, analyzing the dynamics of mortgage transactions on September 15, concluded that the growth rate of housing prices in the current month continues to decline both in new buildings and in the secondary market.
