The State Duma will submit a draft on the right of motorcyclists to ride on allotments
The State Duma has developed a bill that proposes to exempt from administrative liability drivers of motorcycles and mopeds, as well as those who transport disabled people who drive in designated lanes. Yaroslav Nilov, head of the State Duma Committee on Labor and Social Policy, told about this in his Telegram channel on September 18.
Amendments are planned to be made to Article 12.17 of the Administrative Code, the document is being submitted to the lower house of Parliament for consideration. Nilov explained that the lanes for public transport are often empty. At the same time, prolonged exposure to traffic jams can have a very negative impact on the health of people with disabilities.
In addition, access to two-wheeled vehicles helps to reduce accidents with their participation, since they are forced to maneuver in dense traffic, which unnerves other road users, provoking accidents.
In Moscow and St. Petersburg, the amount of the fine for driving in the designated lane is 4.5 thousand rubles, in the regions — 2.25 thousand rubles.
Earlier, on September 16, it was reported that the State Duma at the plenary session on September 16 adopted in the first reading a bill proposing to increase the amount of the fine for violating the rules of transportation of people in cars.
