The new recycling fee for passenger cars imported into Russia may accelerate inflation and will not lead to budget fullness. This was stated by State Duma deputy Nikolai Arefyev on Wednesday, September 17.
"For now, this scrap collection can still be rolled back. But the budget is short of five trillion rubles, and now they are actively looking for where to get the money. Recycling, in turn, may limit the sale of cars. As a result, the increase in the fee will be offset by less revenue from the sale of cars and lower taxes, that is, it will not lead to budget fullness," the parliamentarian warned in an interview with Lenta.Ru .
According to Arefyev, the question is now being discussed whether it is worth raising recycling so sharply, since this may not only not have the expected effect, but also lead to a reduction in tax revenues, and may also accelerate inflation, because the price of cars will rise, and they occupy a large percentage of the total market.
Earlier that day, Maxim Kadakov, an auto expert and editor-in-chief of Za Rulem magazine, spoke to RT about the intricacies of the new rules for calculating car scrappage, which are scheduled to be imported from November 1.
According to him, currently the scrap collection is calculated solely based on the volume of the engine. Now we have decided to introduce an additional grid. That is, in one plane — the volume of the engine, and in the other — the breakdown by power. Therefore, the larger the volume and capacity, the more you will have to pay, he explained.
In turn, Viktor Pokhmelkin, chairman of the Movement of Motorists of Russia, said in an interview with NSN that an increase in the recycling fee for some cars in Russia would lead to higher prices for cars, and as a result, to a drop in demand for them, so such a measure would not save the domestic car industry, but rather worsen the situation.
On September 16, it was reported that the planned changes in the calculation of scrap collection with the advent of a new criterion related to engine power may affect about 68% of cars imported into Russia. According to Izvestia's calculations, the maximum amount of the estimated new recycling rates for passenger cars older than three years with an engine capacity of more than 3.5 liters and a capacity of more than 500 hp will exceed 10 million rubles.
On September 12, it became known that the Ministry of Industry and Trade had prepared a draft decree of the Government of the Russian Federation on the revision of the methodology for calculating the recycling fee for imported M1 passenger cars imported into Russia.
